Is there an award for a soldier who did a good samaritan deed?

My soldier witnessed a auto accident, checked on the people involved, called help, and directed traffic for thirty minutes until emergency services arrived. I would like to put him in for an award but don't know if this qualifies. would like to do the paperwork before involving higher up.
